mmmm, don't think so, lets just take a look at the Edinburgh tram system, the whole scheme was originally costed in 2003 at £375 million. A report issued in August 2011 estimated that the final cost of the now shortened network would be over £1 billion, including £228 million of interest payments on a 30-year loan to cover the funding shortfall...

And since we're on the soap box, the Second Forth Crossing, £1.6 billion, why, we're told the old bridge is falling apart and can't take the weight of today's heavy trucks, so the decisions made to go ahead with the second crossing, then low and behold they discover the old bridge is not in that bad a state after all, we'll keep in, trucks can run on one bridge, cars on the other, mmmm now let's think, which one will we put the big heavy trucks on, the new strong bridge, or the old creaking one, yip it's obvious innit, THE OLD CREAKING ONE...
