There is no feckin way Cameron et al will allow Scotland to set its own income tax rates. N.I. is already looking to set its own corporate tax rate. If the two powers are devolved, the English economy will go tits up, no question! There will be a stampede for businesses and workers to relocate north of the border. TV Tenerife isn't far off the mark re: his comments so far!

It was madness from their part ( Cameron, Miliband and the other tosser who's name escapes me), to sign up to that agreement. Its signing their own death warrants. Short term fix to kick the can down the road. Result was, Scotland voted to remain in the UK. Now, if they hand over those powers, you will have a de facto independent Scotland where tax rates will be considerably lower. England and Wales look north to their Scottish cousins and think "why are they getting a better deal"?? Next election, Tories, Labour and Libs get an unmerciful hammering. Nigel becomes PM. He holds a referendum on English independence. Breakup of UK follows Vince voting in favour of. Civil war breaks out in Ireland cos 80% of the jobs there are public service and suddenly the 12 billion a year subvention has stopped. N.I. votes to be independent. Anarchy prevails cos the country is too small to sustain itself. They will reduce corporate tax rates to entice foreign investment. Southern Ireland follows suit. Bombing then starts up again. England sits back and shakes its head wondering why those mad feckers are at it again. Scotland thrives as more and more investment flees Ireland. Wales sits back on its hind legs and begs for crumbs off anyone's table cos they didn't see any of this coming. England votes to leave the EU. Scotland remains, meaning even more investment in Scotland particularly by N.American companies who want an English speaking base with access to the European markets.
On the other hand, if the powers aren't handed over as promised, then the SNP will win a landslide in the following election on the basis that they will call a second referendum. This time it will pass cos the Scots will feel they have been lied to and queue the above paragraph again.
