Is that allowed? I thought there was some law or other about the vehicle being towed can't be heavier than the towing vehicle...or is that blox?

The No it's a combination, let's say in this case the trailer was specifically designed to carry the boat then it can tow a trailer over 7 meters long, but then the vehicles load capacity comes in to play, each vehicle has a plate as shown below attached somewhere, the first weight is the vehicles max weight, the second it's max train weight (vehicle plus trailer) max weight, the third weight is maximum front axle loading and the forth weight maximum rear axle loading...

I could be wrong but that looks like about 5 tons to me. Highly illegal. Heaviest thing I have towed would be my VW LT when I bought it down South coast, New Forest way. About 2 tons. That was with an un-braked A-Frame on a Peugeot Boxer. Grey area legal wise but I didnt get caught. Biggest boat 26 foot, about 1.5 tons,ish. One wooden one and one plastic one that I still have. Weight distribution over the axle is key, get it wrong and thats what happens.

It was supposed to turn to port (left) to go round a curve in the river but went straight on. Simples. Freight train has derailed near me, causing chaos for those rich bar stewards who can afford to use trains.
