Its for landing illegal immigrants innit. They are leaving the crane there so they can hang 'em. Well, actually, looks like a new dock for more than the one ferry they can at the moment. As it stands if one gets a problem while docked they are fecked. Also added shelter/protection from the elements. Once saw a pretty big yacht washed up on that beach with a fecking great hole in the side of it when it hit the rocks. A failure of bow/stern thrusters at the wrong moment with an onshore wind could prove disastrous!
