Starlings aren't earthing themselves to anything whereas the balloon shorted over the top earth wire and the live wires. (I think)

I remember in the "Cold War" years. A few East Germans escaped into West Germany by climbing the pylons then jumping across the gap to the wires. Hand over hand over the wall to the pylon in W. Germany and swing and let go and grab the pylon again. Don't think many made it.
