It doesn't mention that the guy who proposed this, is a publican himself. HE comes from a family of politicians. His father was a famous MP and his brother currently holds that seat. WE have a saying here called "parish politics". Its where a politician will do anything to get re-elcted e.g this guys father got a 30 bed community hospital built for the village where he lives. The village has less than 170 residents. These guys invented the term
