    The CPU is the computer processing unit, essentially the brains of the computer. If there is high usage, then there are apps running in the background or else there is a massive amount of temporary internet files stored and the computer is trawling through them all trying to find if you have opened that page recently. Its a method of speeding up internet access though the opposite happens if you don't clean the hard drive regularly.

    here  ( for Windows 8). There is a way of disabling apps that automatically start up when you turn on your pc but I can't find it at the minute. I'll keep looking.
