Some of those were done by graffiti artists...if you listen to the youtube bit, it explains the project is to cover up dull, drab areas and also get the graffiti artists to do something useful sponsored by the council.

I have my garage door done with a Mercedes bursting out, and a wall done with Janets old Renault 4 and Teddy the Jack Russell, some of the neighbours said what doe's Janet think, like it was vandalism 
young street artist that knew how to charge did it,
