There was such a backlog in the early 80's that the gov gave anyone who was on their 2nd provisional licence a full one without doing the test. My 2 eldest brothers got their licences this way ( and it feckin well shows!)

My question is, who gave the first driving test examiner their test to become one...

Took me 3 times so I had plenty of practice.
