Mmmm...I think Colin may have got his flag details wrong. It sounds like that flag is the "red duster" or civil ensign. This is what differentiates military craft from civil ships. See Here
Edit: Had a look at the Cayman Islands ensign flag and it is indeed red with a union jack in the corner, but it also has a coat of arms on the red field...
their motto is indeed "He hath founded it upon the seas" but it is also line 2 from Psalm 24...
it's got me puzzled.
