There is a misnomer in that piece, "Iceland, a country officially wealthier than the UK and which refuses to
re-pay £2.3 billion owed to Britain in the credit crunch". Iceland doesn't owe Britain the money, Icelandic banks owe it to British banks ( that were private at the time ). Why would a sovereign nation be responsible for private debt? Only a government made up of the most calamitous fuckwits would enter such an agreement.
