Free cigarettes

Now i have Vinces attention, How come when a load of timber is washed up on the beach its a free for all, Remember a few years back   .
Now a container full of cigarettes has washed up on a Devon beach they put a guard on it,
Would it be anything to do with the lost duty   

Good job I popped in. I shall do a sneaky approach via rubber dinghy at night.    That will fool the guard. And I will leave Kev talking to him, proper confused he'll be.
